According to everything I’ve read most recently as September 15, 2017 the watch will only work in the country where it was purchased. The watch is currently set up for 4 carriers in the US that can provide service here.

Sorry, there was a problem. Please try again later.I traveled through Argentina and Brazil with my Apple Watch and it did not work while we were there on vacation. However, I didn’t try a local SIM card. I was going to buy one but the mobile company advised me to save my money because if it was purchased in the US they did not “think” it would work. I didn’t want to waste $50 to find out because they couldn’t refund me after activation of the SIM card.
