A cellular model allows you to use the watch with a SIM card which also allows you to use the watch independently from a phone.

The one that is only GPS has connection that only allow you to use the GPS location. And you can use it in full with WIFI connection. The one that has cellular connection require to have a contract with a cellular company, but you will have connection like in your cellphone, no need to have WIFI connection
