“I am considering buying apple watch series 4 with GPS/cellular for my daughter for xmas. If it turns out she doesn't wan't the cellular and we don't activate that option will the watch operate just as if we had purchased only the GPS version?”

From what I understand yes. But it’s extremely useful to have cellular so when you’re walking, running, exercising you don’t need to carry your phone.
