Do you activate the Apple Watch at time of purchase null

You do if you get the carrier version. Ex. Verizon or AT&T. But if you just get the gps + cellular version you can activate later.

If you are talking about getting a data plan, you do not have to do that at the time of purchase if you are not buying it from a store such as ATT, T-Mobile, etc.
