I believe you have to have an iPhone.  The watch is basically an extension of the phone.  
You could always contact Apple to verify for 100% accuracy.

I synced my watch with my Iphone. I'm guessing it can be synced with your IPad if you use that to make/receive phone calls, but check with your carrier to be sure.

You need an iPhone to activate the watch and later you can receive the call features once it is synced with your iPad

My Ipad does not have cellular. My watch has a separate phone number through Verizon that I use for text and calls on my Ipad.
