• Short answer, no, the watch cannot be purchased sans cellular. But you do not have to activate the cellular function of the watch and it will still operate just as any Apple Watch would without the cellular service activated.

• You cannot buy it without the cellular “hardware” as it comes in all U2s, but you can buy it without “activating” the cellular and therefore avoid the ~$10/mo charge from cell carrier.

• Yes, you can buy it unlocked.You can also add cellular later if you wany but there is a monthly xhaege from your carrier.
