“Does the base station connect to my home computer so I can review footage of video recording? Also does it send video alerts to my cell phone to view live like a Ring Unit? I am not familiar at with these wireless units so I am very novice on usage.”

It does not connect to your computer. Arlo stores the info on their cloud not on your computer Yes it sends you motion alerts. It will tell you if person car or animal as well
