Yes, the video stays on the cloud for one week, so you have a week to download and copy it to a computer, or wherever. One of my cameras was recently stolen. The video was downloaded onto my computer and I transferred the file to the reporting police officer. He pulled photos of the burglar's face from the video, and the burglar was arrested the next day. Hard to beat that evidence. There was video of him showing his face, walking around my property. He was arrested the next day.

If I am not connected to wi-fi, I do not get the videos on my phone until a connection is made. The base also plugs into a power outlet. If power is off, the base will be off and the system will not work. The base has usb plugs and will store files on a usb drive. My system is rather new, and I am not sure when they go there or how to access them. If wi-fi is down, files will not go to the cloud. The video files are set up immediately. if a camera is stolen or turned off, the files will still be on the cloud or usb drive.
