“Does this have 3 second look back? Like the Arlo Pro 2 when plugged in, though I know arlo Q+ have to be plugged in to work, but does it mean it is always recording?”

The Look Back feature is currently available for Arlo Ultra, Pro 3, and Pro 2. And if you want always recording, you can subscribe to CVR (continuous video recording), which you can read about it more here: https://kb.arlo.com/1018425.
