So based on the Arlo team sketchy response the answer is NO. 
No paid subscription no recording locally or cloud.

NO, you cannot record video locally after the smart plan expires. I previously provided an answer of yes, you could record video locally using a microSD card on one of their newer base stations based on the KB article in the vendor's answer, but that is not correct. After speaking with Arlo Support, found out you cannot use a base station with the video doorbell. That means after the smart plan expires, you will not be able to record videos (locally or in the cloud). You will have some of the other features (e.g. push notifications, live video and two-way audio), but cannot record video. I apologize for the incorrect answer earlier. Took quite a bit of digging through Arlo's website and contacting support directly to figure this out.

You can't and will not be able to.

This terrible cash grab is all to be able to announce in Q4 earnings report that their service revenue has grown in a desperate attempt to resurrect their failing stock. Expect this company to be announced as a going concern in the next year or two especially if the recession hits and all of our items we've bought from them will be useless pieces of plastic. They have no way of raising future capital. Revenue has dropped 19.1% year over year. Netgear made out like bandits selling their ownership of the company while still bleeding money from them through intercompany agreements.

I've installed Ring cameras in my folk's and bosses homes and they are enjoying them thoroughly. Future expansions to my security system will be with Ring, not Arlo.

There is no option to record video doorbell footage locally, regardless of subscription status.

You'll be able to view live video, but my understanding is you will not be able to record it.

Yes you can. You need a base station that supports micro sd. I have vmb5000. It also allows you to integrate doorbell with Homekit to run automations. However, There is no hksv support. Also, you can enable port forwarding in the Arlo app to view the clips on local base station when away. You’ll have to open a port on your router and only then you can view base station recording while away. Only things you can’t get is smart notifications other than any motion is recorded and can be viewed. Hope it helps.

i found you can record video locally after the smart plan expires. at least on my VMB4000. you need to install a compatibly formatted USB thumb drive in the back of base station. but honestly its purposely very cumbersome. as you will get notifications on your app but cannot access the locally stored videos from the phone app. you have to manually go to base and unplug usb drive and plug into computer and browse. so i agree, its a cash grab. i could care less about the smart features if its a person/package/animal, i just want my videos on my app readily accessible like they are with my 4 camera's that came out before they stuck you with $3.18/month

If you want to record locally then you will need to purchase the smart hub. The smart hub does not require the subscription and can be set to record locally to a microSD card inserted in the smarthub. There are some smarthub's that are able to record directly to the computer but those are a bit more expensive. Again no subscription needed and no monthly fees either.
