It comes with pre installed windows 10. It is a capable laptop with everything you would need to perform basic tasks. Does not do well with Too many programs running at once, or high quality videos. If his work is centered around emailing and communication, then yes it is a decent choice for the price.

Yes, you can use Microsoft office on this computer. This model would be perfect for web browsing and other daily activities.

It does access the internet. You can use MS Office Suite I believe, once you purchase it. I use Libre Office, so I'm unfamiliar with MS products now. This might be a great laptop for your Dad to use at work, for light duty, such as browsing the web and email. With only 2 GB ram though, and limited storage, it might not be enough for him. But, it is great for it's size and weight, for carrying about.
