I'm not entirely sure but I think the unlocked versions can because they use a SIM Card just like your cellphone does. Mine is on the AT&T Network and I had to take it to a AT&T Store where they had to swap out the SIM Card before it would work on their Network.

If you purchase it outright it is unlocked. It does come with a ATT sim card installed, but you can get any providers sim and install it.

Yes. There are several different carriers. Otr mobile,netbuddy,gypsy wireless. They all have unlimited data for about 60 a month.
