No it can’t work but you can it leave it on rest mode and you should be able to play.

If you’re using remote play, the ps4 has to be plugged in and in rest mode/on to play. Otherwise, you can use the backbone for Xbox pass and other mobile games

The PlayStation remote play app doesn't work unless your console is plugged in. This is due to the iPhone playing off the console itself.
