See if a neighbor of hers has wifi and ask if youcan use it (perhaps offer to chip in on the monthly bill). This wouldn't take much bandwidth and they may be happy to help. Only works if she's in a fairly dense neighborhood of course.

Yes you must have internet via wifi or hard wired Ethernet connection. It's equipped to do both. The camera cannot transmit without internet service. Also make sure belkin net cams are compatible with androids. I do not know if they are because all my devices are apples but would hate for you to find that out after the fact.
