“Does the Belkin connect my samsung phone so the coversation projects thru Belkin for improved speaker phone performance than on the samsung? If so, how easily is it done or steps to complete? Any month or annual fee? Is a hardwire connection possible?”

This speaker is able to be used as a speakerphone. Normally, though, you'd just be connected to it using the Wifi and the Google Home app, and it won't receive calls from your Samsung phone that way. You can also connect your phone to the speaker via Bluetooth and it will take calls that way.
