Why doesn't the timer shut off even when unplug null

I'm ASSUMING that just like the traditional countertop kitchen timers the mechanism does not use electricity to operate.

Because the timer does not run on electricity. The timer on the toaster oven is similar to a standard mechanical kitchen timer.
