“Before live views sync to USB flash drive via module 2, am i able to review the recorded videos on app? Or I can only just review the recorded videos on desktop? I am not planning to take cloud subscription.”

Both local and cloud storage allow you to use your Blink app and cameras in the same way. The only difference is where your videos are saved.
