Yes. You have to hold down the blue TALK button while you are talking. For listening: It monitors (and records) sound any time the camera is triggered by the motion sensor. Since the app is fuzzy, I am not sure I could always find the talk button There is about a 3 second delay in putting your voice through.

The Blink Outdoor cameras do feature 2-way audio that you would access within the Live View mode of the cameras within the APP on your compatible mobile device.
