Blink does currently require a 2.4ghz WiFi-based Internet connection to operate, the sync module needed to operate the camera would also need to be plugged into a normal wall outlet at all times and within 100ft of the cameras in any direction. The Blink App itself is currently compatible with iOS devices running 10 or higher, Android devices running version 5.0 (Lollipop) or higher and Fire OS mobile devices, running software version 5.0 or higher

First off, you need to have Wi-Fi. Then you need to download the Blink App. I doubt you can view the video without internet access.
