The Blink XT2 cameras have and operating temperature range of -4° to 113° F (-20° to 45° C).  The  Blink XT2 camera is IP-65 rated to ensure that the water-resistant unit delivers clear, HD quality video no matter the forecast.  
The Blink cameras do turn on instantly once motion is detected to record a video clip however there are times when the notifications may be slow and this is most times due to the strength/speed of the WIFI or also how long you have the clips set to record as the notifications are sent once the clips have successfully uploaded.  We have however just released a new feature on the XT2 cameras only that will allow for early notifications.
