“I don’t want to use a SIM card can I still use the phone without it..? Like I just wanted to hot spot it from a different phone and still be able to download apps. I know I can’t text or call but that’s fine I just need apps.”

• I use one of my previous phones to jump on WiFi and surf. I'm pretty sure I downloaded a couple of apps recently. It's no different from having a non-cellular tablet -- you should still be able to use the Google Play Store.
