“If i choose to activate the phone today with AT&T can I switch the sim to another carrier that I already plan to get with the phone without having to unlock the phone or is the phone still unlocked even though its activated?”

The phone is already unlocked. It will work on AT&T, T-Mobile or any other GSM carrier.
