TiVo work without cable but you do have to pay a service fee to TiVo

The TiVo "box" REPLACES your Cable Co. issued cable box

You would still need a cable card. It does not work in conjunction with an existing cable box. I recommend the TiVo versus the cable box if you can get the VOD from your provider through the TiVo
