“Bought a no plan LG tribute 1year ago and ran out of storage ( photos mostly, but deleted 90%) Not many apps at all, just email and Twitter. Don't even use as a phone and nothing is working due to low storage. So do I have to buy new phone again”

Try going into the "Google settings" and clearing your app data. Also under the Google service menu, reset your Google advertising ID. This should free up some valuable storage space. Hope that helps.
