• There's no cellular radio or built-in messaging app, so not really? You can download other messengers and use them as long as your connected to wifi.

• The Palma devices are wifi only. There is no cellular connection. That said, you can download chat apps through Google Play. Palmas are android devices.

• There's no sim card at all. You have to tether.
