Attaches by suction. Its not permanent and doesn't damage anything.

I've never used it on the dashboard, but since I use a sun shield I take it off my windshield when I leave the car and reapply when I come back. I've never had a problem getting it to stay or getting it off. I'm not sure if it would hurt the interior - it's a suction cup, so I suppose it could leave a pucker on the dash.
