They can but caveat emptor. You may save a bunch up front but if the manually refilled cartridge messes up it can be an expensive mistake. I tend to stay with the genuine replacement cartridges for $20 more than the clones. It's better than replacing the printer every year.

refilled cartridges are available, but I did not have good luck using them. Some were mechanically defective and did not work at all. If you go that route, by from a local store so you can return the bad ones

Can be refilled by others, but check reviews to make sure they are using quality toner or it will wear out your drum super fast, and not save you any money.

Not to my knowledge, but you can copy tons of papers with one toner cartridge.
