Hello- Thank you for reaching out with your question. We are happy to help! Downdrafts can only be used on cooktops, not on ranges. It can't be hooked up to downdraft into the basement. While a vent hood is not required by GE, it is recommended. Vents help to effectively remove smoke, grease, odors and moisture from the room.
