It comes with a starter toner cartridge good for 700 pages at 5% coverage. The normal (071) and high capacity (071H) cartridges are good for 1,200 and 2,500 pages respectively, so this starter cartridge is just so you have some ink to work with initially, but only good for a ream to ream and half of printing.
