I have a MSI z390-A pro motherboard will these fans directly plug into to my mother board and if they do will the led's lights be able to be controlled by my ICUE software? null

They will need the controller. I insist you buy the 100$ 3 pack that comes with it. If you try to plug it to the rgb on motherboard alone it will fry the rgbs
