You can set it to a certain amount of time remaining or elapsed in an outage. As far as auto start that is something you’ll have to adjust in your motherboard BIOS on your PC.

The unit is able to auto restart but it will depend on how much battery power is remaining when power is restored. If there is enough power it will restart, if not, it will need to be manually powered on.
