• Yes it should be fine it all wall outlets are on circuit breakers so this will be fine

• The unit has a surge protector built in. They suggest connecting to an outlet with the breaker or surge protection because you need to charge the backup battery before putting it to use. After charging I installed on an outlet tied to a 20 amp breaker and it works fine.
