“Will this work with a 60hz monitor? I have a HP 2010i and I was previously told that this desktop is compatible but after buying it, it just doesn't respond, even with a new VGA cable. Do I need a 144hz monitor to use this desktop?”

The monitor has to be pluged into the video card. If you have a standard vga connector, you can get an adapter for it. The upper vga port on the back is turned off.
