“If i upgrade the cpu to a amd fx-8300 black edition and the gpu to a rx 480 or 470 do i have to upgrade anything else or the rest of parts can handle those upgrades”

To adequately power the video card upgrade you may want to upgrade the power supply, everything else supports the parts you mentioned.
