This PC can run overwatch at high settings 100+ fps and if you use radeon relive instead of other recording software you could easily make videos or stream with it.

This is a great starting pc if you don't want to spend the time putting together one yourself, however it does not have the processing power to record and run games simultaneously and it does not have a good enough graphics card to be running overwatch on anything higher than the lowest resolutions. If you're looking to run overwatch on max resolutions not only will you need an Nvidia 1050+ (or equivalent) graphics card you will also need a monitor with a high refresh rate. Unlike consoles to build a good gaming pc set up it requires a good monitor, good graphics card and a processor with enough cores and threads to handle it all.
