“Are these intended to be safely dimmed with a regular dimmer, or is the dimming feature only intended to be used through the app or voice assistant? I can’t imagine the internal bulb electronics would want to be browned out by a traditional dimmer.”

They dim through the app (or your alexa/apple/google, however you have them set up.) I didn't *test* them with a dimmer, but I wouldn't imagine it would work well with the dimmer lowering power to the electronics that drive these bulbs.
