No the monitor will run off VGA (blue cable) or DVI (white cable) with no issues

Technically, you could get an adapter to convert the VGA port to DisplayPort or HDMI which are the monitor inputs...but you don't gain anything and will never have 4K on the monitor as the computer is not outputting 4K. Essentially, unless you are planning an upgrade of your computer - either a new computer or a dedicated high end video card, either of which must have 4K output capability, you are better off shopping for a standard definition 1080p monitor that has VGA input. If shopping, check the specs to make sure the computer/card can support at least 3840x2160 or higher. You computer appears older as it is USB 2.0 (not 3.0) and do they still make them with Com1 ports? That suggest that 4K wasn't even around when the motherboard was made and you have integrated/shared memory video built into the motherboard rather than a dedicated card. The simple fix would be to add a dedicated video card, but the specs of that card would have to support 4K, like the EVGA GTX 960, and will have DisplayPort (preferred) or HDMI output. VGA and DVI cables do not have the bandwidth to support 4K and if using them, the monitor would revert down to a lower standard. VGA is the oldest standard with an analog signal where all others, including DVI, have a digital signal. Also, on a video card upgrade, assuming that the motherboards has a PCI-E slot to install it, you may need a new power supply as manufacturers save money by putting very weak ones with just enough power to support their build.
