Powered USB hub with Ethernet connection to your Latitude laptop: probably. But I wouldn't expect much more out of it that that. I get concerned when people try to plug in multiple monitors without a dedicated graphics card and Thunderbolt. Long answer: My experience with these has been, shall we say, "iffy." The D3100 normally passes power through to the host via USB-C, however this motherboard does not support powering over USB-C. The D3100 also supports multiple monitors: I am currently running two D2417H monitors with my Latitude 5540 through a WD19 (similar but with DisplayPort over USB-C) it has occasionally failed to run a third monitor. However, this Inspiron 3535 is very unlikely to run more than one external monitor at all. It MIGHT do something using Displaylink, and I only say that because it lists the Visiontek VT1100 as an accessory to this model group on Dell's website. But again, I'm iffy. If nothing else, your D3100 will likely work as a good Ethernet connection and USB hub, but nothing more. Possibly a single second monitor, but this has the baseline Ryzen integrated graphics and I'm told it will do 1080p over HDMI @ 60Hz only. So expecting that over USB 3.0 is worrisome. I think the D3100 actually IS the VT1100, but don't quote me on that.
