No, you will need to purchase an external DVD drive, available at Best Buy for between $30 and $62 at the time of writing. Dell's DW316 is also currently on sale for $29.99 at Best Buy as I write this.

Besides, more people are using streaming services or download of video content. It's also less drain on the battery not having to power the motor in a DVD drive. If you want a DVD drive for this laptop, you'll need to buy it separately as a USB connected peripheral. Best Buy used to, and maybe still does, carry such external DVD/CD (also blu-ray/DVD/CD) drives.
