Windows is available in 110 languages, and Portuguese would certainly be one of them, unless it is mentioned otherwise (single-language version). You might have to download the other language, but that would be all. Also, note that the keyboard stays the same, so you might need to buy key caps covers with the special characters you would need, like accents, or keep a chart handy, unless you buy the computer in a country that is already geared toward the language of your choice. There is no extra cost.
