Don’t know how techie you are, so the simplest answer/solution. The Inspiron 3670 is built such that you CANNOT boot a 32-bit OS from internal storage. It comes with Windows 10 Home 64 bit installed. So if your application must run on a 32-bit OS then you probably would have to run it in a 32-bit VM.
