“Will this unit allow me to pass its audio signal to another receiver? Previously I connected my two receivers using VCR in/out connections; I believe it was called "line level." This unit has no VCR connections, but it has Zone 2 Pre-out. Will that work?”

As long as it has RCA input & out connections you should be fine. Yes it will work.
