• It Is best to register, and hold your part 107 licence. It will save you A lot of headaches.

• You will need to at least register your drone. You will also need a pilot license if you are doing it for money.

• So I can only assume that you mean New Bedford, Mass. https://www.mymassachusettsdefenselawyer.com/massachusetts-drone-laws/ ,,,this is good website for your area and as of late, at least on the federal level you do not need a licence there is a link in red that will take you to the FAA site that can keep you updated. I did notice that there are many Helipads in your area if you are flying you may want to notify them anytime you fly in your area. Hope this helps
