I usually see the Best Buy exclusive SteelBooks for sale in-store after the game releases, and after a quick search it appears some of them become available online as well. Both the Deluxe version and the Standard version are included with the steelbook. As far as I've known BestBuy is the only retailer that gives the steelbook for free. You can't purchase it separately, if you do wish to do that you best bet would have to be through second-hand sites (ie eBay or Craigslist).
