You should be able to, but safest bet is to use the cable that came with the console, if you use any aftermarket cable it could cause damage to the controller because of how it's wired internally.

I have not had luck from a laptop usb I think the is needs a driver before it powers it. I have used a wall outlet charger it seems slower and does not activate the light on the controller.

I have an xbox 360 aftermarket charger that has a USB outlet on it and it charges the PS4 controller with no problem. I am going to assume that the pinout for charging will be the standard and it should work.
