Voltage of USB charger is too low. It could also be that the charger is sensing the required voltage which is a miss match.

The dynex charger is for a smaller appliance that only requires a 2mAh charge. It could also be the wall charger that you're using, the two items might not be compatible with each other. I have similar problems when I try to use my iPhone wall charger with 3rd party hardware
