Yes, the point of this object is to charge it and leave it in your purse, backpack, or pocket then when away for long periods of time, provides supplemental power to your phone when you don't have access to an outlet. When you are able to access one, you charge your phone and your battery backup again.

Yes, that's the point. You can charge a device multiple times from this charger and yes, you can recharge this charger multiple times too.

yes it is. it charges by hooking it up to your computer with the provided usb cord, or if you have a wall charger with a usb input, you can charge the unit up that way too. The 2 lights on the dynex charger are red ad blue. red light its charging up/needs charging, blue light is when it is fully charged up and ready to use to charge your phone.
