No. The adapter is a display port (DP) to HDMI connector. It's used for a DP cable to plug into an HDMI port.

There are USB to HDMI connectors, but older TV's are not capable of playing a flash drive or external drive from the menu. Some newer TV's can detect a flash or USB drive and play the contents if it's in a certain format.

You can connect a laptop to it using HDMI to play the loop, or purchase a Google chromecast. The dongle is plugged into a HDMI port. You can broadcast the loop from a desktop or laptop using WIFI.
