“Bought this to hook up a bare-bones HP desktop to my TV. Video works, but the computer will not recognize the TV in the Sound playback devices, even as it is being displayed ON the TV. What am I doing wrong? How do I get it to "see" the TV as speakers?”

Try checking your Sound/Speaker Settings of your PC and check if you can set the audio to your TV monitor. Right click the speaker icon at the lower right corner of your PC and select the desired AUDIO output, in your case, the TV.
