No. Phone doesn’t have a mini display port. Laptops, older MacBooks, and surface tablets have Mini Display ports. Best bet is to make sure cell phone and smart TV are on same WiFi network and go thru settings to make sure you can mirror/cast/stream from your phone to TV wirelessly again. Maybe search Samsung forums on this topic.
